This was put up at the start of the Devonport Arts Festival, which runs from the 8th of November to the 16th of November 2014. I am assuming that it's done by the same people who made the Woolly Poles that used up in the Devonport shopping centre, especially given the similar names for both...
I've just found out that the group Knitty Graffity did do both the Woolly Poles and the Woolly Tree.
